I suggest you glean from them what you can (i.e. lightweight wools work great, you can make it a trench with raincoat fabric, etc.) and go to Joanne's with that knowledge in hand. Taking Sarai's guidance, you may want to baste the peplum skirt to see if you want to take the flare down a bit.
